The ACTA was founded in 1976 by Grandmaster In Mook Kim. The ACTA's guiding principle is to provide its members with the highest quality of instruction and leadership in Chungdokwan Taekwondo. To this end the ACTA has developed and implemented the following:
- Positive learning environments for ACTA programs.
- A training curriculum for ACTA assistant, head, chief and master instructors.
- Instructor seminars to assure the highest quality and consistency of instruction.
- A nationwide standard of belt rank proficiency.
- Uniform, safe and fair competition at sanctioned tournaments.
- Special training clinics for black belts to ensure their continued development and proficiency.
- New physical techniques and sparring combinations.
- Philosophical and historical reading material.
- Marketing research to improve the promotion of ACTA programs.
- A responsive and cost effective network for purchasing Tae Kwon Do materials and equipment.
- Continual technological advances to better communicate and teach the art.
- Computerized files for the more efficient service to ACTA programs and members.
The ACTA teaches the Art of Tae Kwon Do with a unique mind/body/spirit orientation. The Art of Tae Kwon Do is a self defense orientation, teaching students how to achieve control over an adversary using as few movements as possible. This requires a different mental focus, body position and intensity then point style competition. Though competition is an important component of ACTA training, the Association's emphasis on the Art of Tae Kwon Do and its self-defense orientation is pure and unwavering.

- The shape of the ACTA symbol depicts an old English shield used to protect a warrior from attacks.
- The eagle indicates that the Association is located in the United States.
- The blue and red diagonal sections behind the eagle represents the Yin and Yang symbol, which is basic to most Oriental philosophy.
- The color blue connotes the loyalty and commitment of ACTA members.
- The color red represents the courage of ACTA members to stand and live for the Association principles and Tenets of Tae Kwon Do.
- The color white signifies the purity and honesty of ACTA members in following the honor code first established by the Hwa Rand Do youth group nearly 1500 years ago.
